Capital Punishment

Council's dilemma — Starting with you, each player votes for death or taxes. Each opponent sacrifices a creature of their choice for each death vote and discards a card for each taxes vote.

At the beginning of each player's upkeep, that player returns a permanent they control to its owner's hand unless they pay 2 life.

You may cast the copy without paying its mana cost" and "If this creature would leave the battlefield, exile it instead of putting it anywhere else."

Sycorax Commander

Sanctified Rules of Combat — When this creature enters, each opponent faces a villainous choice — That opponent discards all the cards in their hand, then draws that many cards minus one, or this creature deals damage to that player equal to the number of cards in their hand.

Rhystic Lightning

Rhystic Lightning deals 4 damage to any target unless that permanent's controller or that player pays {2}. If they do, Rhystic Lightning deals 2 damage to the permanent or player.

Blazing Salvo deals 3 damage to target creature unless that creature's controller has Blazing Salvo deal 5 damage to them.

Draw a card, then each other player may draw a card. Whenever a card is drawn this way, Explosion of Riches deals 5 damage to target opponent chosen at random from among your opponents.

Guff Rewrites History

For each player, choose target nonenchantment, nonland permanent that player controls. Those permanents' owners shuffle them into their libraries. Each player who controlled one of those permanents exiles cards from the top of their library until they exile a nonland card, then puts the rest on the bottom of their library in a random order. Each player may cast the nonland card they exiled without paying its mana cost.

Double Vision

Whenever you cast your first instant or sorcery spell each turn, copy that spell. You may choose new targets for the copy.

Treasure Nabber

Whenever an opponent taps an artifact for mana, gain control of that artifact until the end of your next turn.

Evolving Wilds

Lightning Storm deals X damage to any target, where X is 3 plus the number of charge counters on Lightning Storm.
Discard a land card: Put two charge counters on Lightning Storm. You may choose a new target for it. Any player may activate this ability but only if Lightning Storm is on the stack.

Hostile Negotiations

Exile the top three cards of your library in a face-down pile, then exile the top three cards of your library in another face-down pile. Look at the cards in each pile, then turn a pile of your choice face up. An opponent chooses one of those piles. Put that pile into your hand and the other into your graveyard. You lose 3 life.

Mages' Contest

You and target spell's controller bid life. You start the bidding with a bid of 1. In turn order, each player may top the high bid. The bidding ends if the high bid stands. The high bidder loses life equal to the high bid. If you win the bidding, counter that spell.

Dash Hopes

When you cast this spell, any player may pay 5 life. If a player does, counter Dash Hopes.

Wheel of Misfortune

Each player secretly chooses a number 0 or greater, then all players reveal those numbers simultaneously and determine the highest and lowest numbers revealed this way. Wheel of Misfortune deals damage equal to the highest number to each player who chose that number. Each player who didn't choose the lowest number discards their hand, then draws seven cards.

Xantcha, Sleeper Agent

Xantcha enters under the control of an opponent of your choice.
Xantcha attacks each combat if able and can't attack its owner or planeswalkers its owner controls.
{3}: Xantcha's controller loses 2 life and you draw a card. Any player may activate this ability.

Blast Zone

Will of the council — Starting with you, each player votes for sickness or psychosis. If sickness gets more votes, creatures your opponents control get -2/-2 until end of turn. If psychosis gets more votes or the vote is tied, each opponent discards two cards.

Bellowing Mauler

At the beginning of your end step, each player loses 4 life unless they sacrifice a nontoken creature of their choice.

Display of Power

This spell can't be copied.
Copy any number of target instant and/or sorcery spells. You may choose new targets for the copies.

Browbeat

Any player may have Browbeat deal 5 damage to them. If no one does, target player draws three cards.

Sadistic Shell Game

Starting with the next opponent in turn order, each player chooses a creature you don't control. Destroy the chosen creatures.

Exile target creature. That creature's controller reveals cards from the top of their library until they reveal a creature card. That player puts that card onto the battlefield, then shuffles the rest into their library.

Agitator Ant

At the beginning of your end step, each player may put two +1/+1 counters on a creature they control. Goad each creature that had counters put on it this way. (Until your next turn, those creatures attack each combat if able and attack a player other than you if able.)

Gonti, Lord of Luxury

Deathtouch
When Gonti enters, look at the top four cards of target opponent's library, exile one of them face down, then put the rest on the bottom of that library in a random order. You may cast that card for as long as it remains exiled, and mana of any type can be spent to cast that spell.

Rhystic Syphon

Unless target player pays {3}, that player loses 5 life and you gain 5 life.

Temporal Extortion

When you cast this spell, any player may pay half their life, rounded up. If a player does, counter Temporal Extortion.
Take an extra turn after this one.

Target opponent exiles a creature or planeswalker they control with the greatest mana value among creatures and planeswalkers they control.
