Create a token that's a copy of target non-Frog creature, except it's a 1/1 green Frog. Flashback {3}{G}{U} (You may cast this card from your graveyard for its flashback cost. Then exile it.)

Enchant opponent Skip your draw step. Whenever enchanted opponent draws a card, you may draw a card.

For each of X target permanents, create X tokens that are copies of that permanent.

Whenever one or more creature cards leave your graveyard, create a 2/2 white and blue Detective creature token, then investigate. (Create a Clue token. It's an artifact with "{2}, Sacrifice this token: Draw a card.")

When this creature enters, look at the top X cards of your library, where X is your devotion to blue. Put up to one of them on top of your library and the rest on the bottom of your library in a random order. If X is greater than or equal to the number of cards in your library, you win the game. (Each {U} in the mana costs of permanents you control counts toward your devotion to blue.)
