Elkin Lair

At the beginning of each player's upkeep, that player exiles a card at random from their hand. The player may play that card this turn. At the beginning of the next end step, if the player hasn't played the card, they put it into their graveyard.

Crabomination

Emerge from artifact {5}{B}{B} (You may cast this spell by sacrificing an artifact and paying the emerge cost reduced by that artifact's mana value.)
When Crabomination enters, target opponent exiles the top card of their library, a card at random from their graveyard, and a card at random from their hand. You may cast a spell from among cards exiled this way without paying its mana cost.

Exalted Flamer of Tzeentch

Sorcerous Inspiration — At the beginning of your upkeep, return an instant or sorcery card at random from your graveyard to your hand.
Fire of Tzeentch — Whenever you cast an instant or sorcery spell, Exalted Flamer of Tzeentch deals 1 damage to each opponent.

Deadbridge Chant

When Deadbridge Chant enters, mill ten cards.
At the beginning of your upkeep, choose a card at random in your graveyard. If it's a creature card, put it onto the battlefield. Otherwise, put it into your hand.

Corrupt Official

{2}{B}: Regenerate Corrupt Official.
Whenever Corrupt Official becomes blocked, defending player discards a card at random.

Capricious Efreet

At the beginning of your upkeep, choose target nonland permanent you control and up to two target nonland permanents you don't control. Destroy one of them at random.

Arcane Bombardment

Whenever you cast your first instant or sorcery spell each turn, exile an instant or sorcery card at random from your graveyard. Then copy each card exiled with Arcane Bombardment. You may cast any number of the copies without paying their mana costs.

Cursed Scroll

{3}, {T}: Choose a card name, then reveal a card at random from your hand. If that card has the chosen name, Cursed Scroll deals 2 damage to any target.

Scrambleverse

For each nonland permanent, choose a player at random. Then each player gains control of each permanent for which they were chosen. Untap those permanents.

Singe-Mind Ogre

When Singe-Mind Ogre enters, target player reveals a card at random from their hand, then loses life equal to that card's mana value.

Skullknocker Ogre

Whenever Skullknocker Ogre deals damage to an opponent, that player discards a card at random. If the player does, they draw a card.

Strax, Sontaran Nurse

Grenades! — {2}, {T}, Sacrifice an artifact: Choose a player at random. When you do, Strax fights another target creature that player controls.
Glory of Battle — Whenever Strax deals damage to a creature, put a +1/+1 counter on Strax.

Surreal Memoir

Return an instant card at random from your graveyard to your hand.
Rebound (If you cast this spell from your hand, exile it as it resolves. At the beginning of your next upkeep, you may cast this card from exile without paying its mana cost.)

Tariel, Reckoner of Souls

{T}: Choose a creature card at random from target opponent's graveyard. Put that card onto the battlefield under your control.

The Deck of Many Things

{2}, {T}: Roll a d20 and subtract the number of cards in your hand. If the result is 0 or less, discard your hand.
1—9 | Return a card at random from your graveyard to your hand.
10—19 | Draw two cards.
20 | Put a creature card from any graveyard onto the battlefield under your control. When that creature dies, its owner loses the game.

The Ruinous Powers

At the beginning of your upkeep, choose an opponent at random. Exile the top card of that player's library. Until end of turn, you may play that card and you may spend mana as though it were mana of any color to cast it. When you cast a spell this way, its owner loses life equal to its mana value.

Territorial Hellkite

Flying, haste
At the beginning of combat on your turn, choose an opponent at random that Territorial Hellkite didn't attack during your last combat. Territorial Hellkite attacks that player this combat if able. If you can't choose an opponent this way, tap Territorial Hellkite.

The Nipton Lottery

Choose a creature at random. You gain control of that creature until end of turn. Untap it. It gains haste until end of turn. Then destroy all other creatures.

Planeswalker's Fury

{3}{R}: Target opponent reveals a card at random from their hand. Planeswalker's Fury deals damage equal to that card's mana value to that player. Activate only as a sorcery.

Mysterious Stranger

Flash
When Mysterious Stranger enters, for each graveyard with an instant or sorcery card in it, exile target instant or sorcery card from that graveyard. If two or more cards are exiled this way, choose one of them at random and copy it. You may cast the copy without paying its mana cost.

Path of Mettle

When Path of Mettle enters, it deals 1 damage to each creature that doesn't have first strike, double strike, vigilance, or haste.
Whenever you attack with at least two creatures that have first strike, double strike, vigilance, and/or haste, transform Path of Mettle.

{1}{R}, {T}: Metzali, Tower of Triumph deals 2 damage to each opponent.

Chaos Defiler

Battle Cannon — When Chaos Defiler enters or dies, for each opponent, choose a nonland permanent that player controls. Destroy one of them chosen at random.

Chef's Kiss

Gain control of target spell that targets only a single permanent or player. Copy it, then reselect the targets at random for the spell and the copy. The new targets can't be you or a permanent you control.

Cinderheart Giant

Trample
When Cinderheart Giant dies, it deals 7 damage to a creature an opponent controls chosen at random.

Free-for-All

When Free-for-All enters, exile all creatures face down.
At the beginning of each player's upkeep, that player chooses a card exiled with Free-for-All at random and puts it onto the battlefield.
When Free-for-All leaves the battlefield, put all cards exiled with it into their owners' graveyards.

Gerrymandering

Exile all lands. Give each player a number of those cards chosen at random equal to the number of those cards the player controlled. Each player returns those cards to the battlefield under their control.

Goblin Test Pilot

Flying
{T}: Goblin Test Pilot deals 2 damage to any target chosen at random.

Explosion of Riches

Draw a card, then each other player may draw a card. Whenever a card is drawn this way, Explosion of Riches deals 5 damage to target opponent chosen at random from among your opponents.

Grip of Chaos

Whenever a spell or ability is put onto the stack, if it has a single target, reselect its target at random. (Select from among all legal targets.)

Indoraptor, the Perfect Hybrid

Bloodthirst X (This creature enters with X +1/+1 counters on it, where X is the damage dealt to your opponents this turn.)

Enrage — Whenever Indoraptor, the Perfect Hybrid is dealt damage, choose an opponent at random. Indoraptor deals damage equal to its power to that player unless they sacrifice a nontoken creature of their choice.

Last One Standing

Choose a creature at random, then destroy the rest.

Maddening Hex

Whenever enchanted player casts a noncreature spell, roll a d6. Maddening Hex deals damage to that player equal to the result. Then attach Maddening Hex to another one of your opponents chosen at random.

Knight Rampager

Frenzied Rampage — At the beginning of combat on your turn, choose an opponent at random. Knight Rampager attacks that player this combat if able.
When Knight Rampager dies, it deals 4 damage to target opponent chosen at random.

Basilisk Collar

Equipped creature has deathtouch and lifelink. (Any amount of damage it deals to a creature is enough to destroy it. Damage dealt by this creature also causes you to gain that much life.)
Equip {2} ({2}: Attach to target creature you control. Equip only as a sorcery.)

Ruhan of the Fomori

At the beginning of combat on your turn, choose an opponent at random. Ruhan of the Fomori attacks that player this combat if able.

Xantcha, Sleeper Agent

Xantcha, Sleeper Agent enters under the control of an opponent of your choice.
Xantcha attacks each combat if able and can't attack its owner or planeswalkers its owner controls.
{3}: Xantcha's controller loses 2 life and you draw a card. Any player may activate this ability.

Indomitable Creativity

Destroy X target artifacts and/or creatures. For each permanent destroyed this way, its controller reveals cards from the top of their library until an artifact or creature card is revealed and exiles that card. Those players put the exiled cards onto the battlefield, then shuffle.

Shifting Shadow

Enchant creature
Enchanted creature has haste and "At the beginning of your upkeep, destroy this creature. Reveal cards from the top of your library until you reveal a creature card. Put that card onto the battlefield and attach Shifting Shadow to it, then put all other cards revealed this way on the bottom of your library in a random order."

Vault 11: Voter's Dilemma

(As this Saga enters and after your draw step, add a lore counter. Sacrifice after III.)
I — For each opponent, you create a 1/1 white Human Soldier creature token.
II, III — Each player secretly votes for up to one creature, then those votes are revealed. If no creature got votes, each player draws a card. Otherwise, destroy each creature with the most votes or tied for most votes.

Polymorph

Destroy target creature. It can't be regenerated. Its controller reveals cards from the top of their library until they reveal a creature card. The player puts that card onto the battlefield, then shuffles all other cards revealed this way into their library.

Call to the Void

Each player secretly chooses a creature they control and a creature they don't control. Then those choices are revealed. Destroy each creature chosen this way.

Wild Magic Surge

Destroy target permanent an opponent controls. Its controller reveals cards from the top of their library until they reveal a permanent card that shares a card type with that permanent. They put that card onto the battlefield and the rest on the bottom of their library in a random order.

Transmogrify

Exile target creature. That creature's controller reveals cards from the top of their library until they reveal a creature card. That player puts that card onto the battlefield, then shuffles the rest into their library.

Blessed Reincarnation

Exile target creature an opponent controls. That player reveals cards from the top of their library until a creature card is revealed. The player puts that card onto the battlefield, then shuffles the rest into their library.
Rebound (If you cast this spell from your hand, exile it as it resolves. At the beginning of your next upkeep, you may cast this card from exile without paying its mana cost.)

Truth or Consequences

Secret council — Each player secretly votes for truth or consequences, then those votes are revealed. You draw cards equal to the number of truth votes. Then choose an opponent at random. Truth or Consequences deals 3 damage to that player for each consequences vote.

Tyrant of Discord

When Tyrant of Discord enters, target opponent chooses a permanent they control at random and sacrifices it. If a nonland permanent is sacrificed this way, repeat this process.

Whims of the Fates

Starting with you, each player separates all permanents they control into three piles. Then each player chooses one of their piles at random and sacrifices those permanents. (Piles can be empty.)

Wild Evocation

At the beginning of each player's upkeep, that player reveals a card at random from their hand. If it's a land card, the player puts it onto the battlefield. Otherwise, the player casts it without paying its mana cost if able.

Viconia, Drow Apostate

At the beginning of your upkeep, if there are four or more creature cards in your graveyard, return a creature card at random from your graveyard to your hand.
Choose a Background (You can have a Background as a second commander.)

Vial Smasher the Fierce

Whenever you cast your first spell each turn, choose an opponent at random. Vial Smasher the Fierce deals damage equal to that spell's mana value to that player or a planeswalker that player controls.

Ursine Monstrosity

Trample
At the beginning of combat on your turn, mill a card and choose an opponent at random. Ursine Monstrosity attacks that player this combat if able. Until end of turn, Ursine Monstrosity gains indestructible and gets +1/+1 for each card type among cards in your graveyard.

Wand of Ith

{3}, {T}: Target player reveals a card at random from their hand. If it's a land card, that player discards it unless they pay 1 life. If it isn't a land card, the player discards it unless they pay life equal to its mana value. Activate only during your turn.

Wild Swing

Choose three target nonenchantment permanents. Destroy one of them at random.

Wondrous Crucible

Permanents you control have ward {2}.
At the beginning of your end step, mill two cards, then exile a nonland card at random from your graveyard. Copy it. You may cast the copy without paying its mana cost. (A copy of a permanent spell becomes a token.)

Witch Hunt

Players can't gain life.
At the beginning of your upkeep, Witch Hunt deals 4 damage to you.
At the beginning of your end step, target opponent chosen at random gains control of Witch Hunt.

Wildfire Devils

When Wildfire Devils enters and at the beginning of your upkeep, choose a player at random. That player exiles an instant or sorcery card from their graveyard. Copy that card. You may cast the copy without paying its mana cost.

Scab-Clan Giant

When Scab-Clan Giant enters, it fights target creature an opponent controls chosen at random.

Raving Dead

Deathtouch
At the beginning of combat on your turn, choose an opponent at random. Raving Dead attacks that player this combat if able.
Whenever Raving Dead deals combat damage to a player, that player loses half their life, rounded down.

Assault Suit

Equipped creature gets +2/+2, has haste, can't attack you or planeswalkers you control, and can't be sacrificed.
At the beginning of each opponent's upkeep, you may have that player gain control of equipped creature until end of turn. If you do, untap it.
